The allocation to the rockfish entry level longline fishery for the following rockfish primary species . . . For 2012 will be . . . If the catch of a rockfish primary species during a calendar year exceeds 90 percent of the allocation for that rockfish primary species then the allocation of that rockfish primary species in the following calendar year will increase by . . .
