Install the device at or as near as practical to the entrance to any bypass line that could divert the vent stream away from the control device to the atmosphereThe installed equipment operates properly during each run of the performance test and no flow is present in the line during the test.
   b. Option 2: Install a car-seal or lock-and-key device placed on the mechanism by which the bypass device flow position is controlled (e.g., valve handle, damper level) when the bypass device is in the closed position such that the bypass line valve cannot be opened without breaking the seal or removing the deviceAs part of the notification of compliance status, you certify that you installed the equipment, the equipment was operational by your compliance date, and you identify what equipment was installed.
